新时代推进农民远程教育的困境及其对策——以安徽省为例

新时代推进农民远程教育具有重要意义,其既是完善基层治理体系的需要,也是提升农民科学文化素养的需要。安徽省在推进农民远程教育方面积累了一些经验,包括出台规章制度、搭建适宜的学习平台、注重教学理念变革等,但面对新时代新情况新要求,农民远程教育也面临一些困境。对此,本文提出以下对策:注重宣传教育,形成正确的认知理念;树立协同发展理念,提升推进效果;优化学习资源供给体系;强化师资力量,增强师资队伍合力;制定发展规划,落实主体责任;建立相应的考核激励机制;提升社会力量参与效能。     

Determinants of Firm‐Level Lobbying and Government Responsiveness in Agricultural Biotechnology in China

Understanding what stimulates agribusiness firms to lobby the government and what makes the government responsive to lobbying are the two issues that have been discussed extensively in the debates concerning determinants of biotechnology policy. This paper examines the factors influencing agribusiness firms' lobbying and government response using econometric modeling on a new data set of 160 leading agribusiness firms in the food, feed, chemical, and seed industries in China. The results show that approximately 10% of agribusiness firms lobbied the government about biotechnology policy and regulations and over half of those that lobbied received a verbal or written acknowledgment from government agencies. Seed and feed companies are more likely to engage in lobbying than chemical companies. Owning GM patents not only has a positive impact on firms' lobbying activities, but firms with these patents are more likely to receive a government response to their lobbying efforts. The experience of selling GM products does not significantly influence lobbying activities or response from the government.

The Catalytic Effect of IMF Lending: Evidence from Sectoral FDI Data

Our study contributes to the search for the elusive catalytic effect of International Monetary Fund (IMF) lending on inflows of foreign direct investment (FDI). Recent scholarship has found that the catalytic effect is conditional on political regime and program stringency. We contribute to this literature by developing and testing a theory which describes how the catalytic effect also varies by economic sector. This is a departure from existing studies, which have tended to focus on aggregate FDI flows after crises. Our findings corroborate previous research, which finds that in general IMF lending has a substantial and negative effect on FDI. However, we find that the negative effect is concentrated in sectors that are highly dependent on external capital and have low sunk costs in the host country. Our findings are robust to several alternative explanations common in IMF literature, namely the importance of IMF program design and the ability of governments to make credible commitments to reform. Substantively, our findings suggest that investors are more likely to use IMF lending as an escape hatch in countries where FDI is dependent on external capital and has low sunk costs.

普世意义的程序安定性必然有与特定适用范围相对应的“相对度”,而决定“相对度”的标准在于一国现有的法治环境和法治思维.决定我国当前对民事诉讼程序价值的保障力度与限度的法外因素是多元化的,应在充分认识现实国情的基础上,通过技术性调整,提升对程序性错误进行证明、认定、宣告与救济的力度,限制程序的循环进行、意思自治权的宽泛赋予和柔性程序制度的构建,同时对人为主观意识主导下技术调整无力的瓶颈问题持客观的认识态度并积极采取预防措施.     

阿姆斯特丹佛光山荷华寺初探

2000年正式开山的阿姆斯特丹佛光山荷华寺,是佛光山在欧洲第一座中国传统寺院建筑,也是目前欧洲地区最大、最具规模的华人佛教庙宇。荷华寺积极推广佛教,服务当地的佛教信徒,也积极推动华裔新生代青少年的社会服务工作。该寺也积极参与当地主流社会的公益活动,促使荷兰人对佛教的兴趣与日俱增。荷华寺注重践行星云法师提出的国际化,尤其注重自身的本土化。荷华寺既是当地政府支持并加以资助的旅游景点,也是多元文化交流的场所。它成为了在荷兰、在欧洲传播中华传统文化的重要基地,也成为了中西文化交流的重要平台。     

Longitudinal Examination of the Bullying-Sexual Violence Pathway across Early to Late Adolescence: Implicating Homophobic Name-Calling

The Bully-Sexual Violence Pathway theory has indicated that bullying perpetration predicts sexual violence perpetration among males and females over time in middle school, and that homophobic name-calling perpetration moderates that association among males. In this study, the Bully-Sexual Violence Pathway theory was tested across early to late adolescence. Participants included 3549 students from four Midwestern middle schools and six high schools. Surveys were administered across six time points from Spring 2008 to Spring 2013. At baseline, the sample was 32.2% White, 46.2% African American, 5.4% Hispanic, and 10.2% other. The sample was 50.2% female. The findings reveal that late middle school homophobic name-calling perpetration increased the odds of perpetrating sexual violence in high school among early middle school bullying male and female perpetrators, while homophobic name-calling victimization decreased the odds of high school sexual violence perpetration among females. The prevention of bullying and homophobic name-calling in middle school may prevent later sexual violence perpetration.
